A leader in the constitutional conservative movement for twenty-two years, JoAnn is the two-term Chair of the Texas Legislature’s TEA Party Caucus Advisory Committee. In this unpaid role, she works directly with grassroots leaders from across the state and with legislators to develop and pass constitutionally conservative bills and to kill “big government” legislation. She is currently touring the state with leaders of Texas Right to Life, Texas Eagle Forum, Texans for Fiscal Responsibility, and Texas Home School Coalition in the Life, Liberty, and Property Tour to get the truth out about the last two legislative sessions.
JoAnn is the full-time volunteer Executive Director of Grassroots America; a self-retired county commissioner; a sought-after public speaker; guest political analyst for local media; 2010 recipient of the Smith County GOP Club President’s Award for Outstanding Service; and a 2010 Texas Federation of Republican Women Outstanding Republican Woman. Mrs. Fleming was the 2011 Texas GOP Volunteer of the Year for Senate District 3, but “boycotted” the annual event in Austin rather than be used as a prop for the establishment moderates in control of the Texas State GOP.
JoAnn was honored by the Smith County Republican Party Chairman with the 2012 Outstanding Grassroots Leader Award. Although she supports the local Smith County GOP, JoAnn urges Texas Conservatives to stop sending money to the national and state GOP and donate straight to constitutional conservative candidates instead.
She campaigned with US Senator Ted Cruz, speaking with him at many events. She continues to serve on the Cruz “Kitchen Cabinet” grassroots team of advisors. She is a Heritage Action Sentinel and East Texas Leader for the FreedomWorks “Come and Take It” Campaign to keep Texas “red conservative.”
Through the years, JoAnn has earned the title of “local government subject matter expert” by having actively served on twenty-two local government boards, task forces, and committees.
Mrs. Fleming’s consulting skills include public policy/organizational development, performance management, teambuilding, small business success, campaign strategy and messaging, candidate and grassroots training. She holds a degree in Business Administration from the University of Southern Mississippi. Her professional career was in Oil and Gas Accounting/Field Operations and small business consulting.
JoAnn is a native Texan, born in Killeen while her father was in military service. She has been married for 35 years to her high school sweetheart. They have one son who is a senior at UT. Long, long ago, when she had leisure time, she enjoyed fishing.
